Colton Zirkle, Executive director

As Executive Director of the Missouri Hunting Heritage Federation, Inc., Colton brings a deep-rooted passion for outdoor education and a strong commitment to passing on Missouri’s hunting traditions.

With over a decade of experience in outdoor education, nonprofit leadership, strategic communications, Colton works to make hunting and the outdoors accessible to families across Missouri. He is skilled in strategic planning, vision implementation, and organizational growth. As a Life Member of both the Conservation Federation of Missouri and the National Rifle Association, he is dedication to conservation and responsible firearm use.

In his free time, Colton enjoys hunting, fishing, trapping, learning new outdoor skills and spending time with his family. He is always seeking new ways to grow and share his knowledge with the next generation of hunters.

Michael sauber, president

As President of the Missouri Hunting Heritage Federation, Inc., Michael combines his leadership experience with a lifelong love of the outdoors to help guide the organization’s mission. A Life Member of MHHF and the National Rifle Association, and a proud Ducks Unlimited member, he is deeply committed to conservation and the future of ethical hunting in Missouri.

With a professional background in engineering and business finance, Michael brings valuable insight and strategic direction to the Federation. He’s passionate about helping others discover the outdoors, believing that time spent in nature—especially with others—is one of life’s greatest teachers.

A dedicated hunting, fishing, and outdoor enthusiast, Michael enjoys sharing his experience and knowledge with youth and families, ensuring Missouri’s outdoor traditions thrive for generations to come.

treasurer, vacant

Position Description: The Treasurer will work closely with the Executive Director to coordinate the finances and budgeting of the Federation, serve on / lead the Finance Committee, and provide financial reports. Grant writing and donor relation expertise would be beneficial to this position to advance the strategic goals and growth of the Federation.

The MHHF Board of Directors is currently seeking applicants for the position of Treasurer.

President-elect, vacant

Position Description: The President-Elect shall prepare to succeed the President; assist in the performance of all duties of the President; perform the duties of the President in the event of his/her absence or in the event of his/her failure or inability to act; actively engage in fundraising and in recruiting new members; monitor and insure compliance with the Federation’s Policies and Procedures for hunter education clinics; and perform additional duties assigned by the President.

lee vogel, co-founder

Lee is a Co-Founder and Founding Life Member of the Missouri Hunting Heritage Federation, Inc., where his decades of dedication to outdoor education have helped shape the organization’s mission and impact. A volunteer Hunter Education Instructor since 1994, Lee has mentored countless youth in safe, responsible hunting and is widely respected for his leadership in the field.

In recognition of his outstanding service, Lee was named the Missouri Hunter Education Instructor’s Association Kansas City Regional Instructor of the Year in 2006. In 2017, he was awarded Hunter Education Instructor of the Year for the state of Missouri by the Conservation Federation of Missouri. He is also a Life Member of the International Hunter Education Association and the Conservation Federation of Missouri, and an active member of Ducks Unlimited—demonstrating his broad commitment to conservation and hunter education.

frank dugan, past president

Frank is a Past President and Life Member of the Missouri Hunting Heritage Federation, Inc., where he has played a key role in guiding the organization’s growth and mission. With over 40 years of service at the same firm and past leadership in a national industry trade association, Frank brings a wealth of experience and steady leadership to everything he does.

A longtime Ducks Unlimited member and Missouri volunteer Hunter Education Instructor, Frank is passionate about mentoring youth and introducing families to the outdoors. He is also the co-owner of Twin Creeks Duck Club, a dedicated partner and host site for MHHF clinics.

An avid waterfowl hunter and fisherman, Frank continues to share his love for the outdoors with the next generation—helping to preserve Missouri’s hunting heritage through action, education, and service.

tim turpin, director

Tim serves as a Director of the Missouri Hunting Heritage Federation, Inc., where his decades of conservation service and outdoor leadership continue to make a lasting impact. A Life Member of MHHF and a Missouri volunteer Hunter Education Instructor, Tim is passionate about teaching safe, ethical hunting and fostering a deep respect for the outdoors.

Tim retired after 20 years with Missouri State Parks and has long been active in conservation and shooting sports leadership. He is a former Treasurer of the Friends of NRA, former Chairman of his local Ducks Unlimited chapter, and a Founding Board Member of both the Midway Retriever Club and the Missouri Waterfowlers Association.

A dedicated conservationist, Tim has served as a Missouri Stream Team volunteer for over 25 years, is a founding member of the Missouri Fire Council, and has participated in the Audubon Christmas Bird Count for 15 years. He also shares his expertise as a Firearms Instructor for Scouting America, helping to guide and inspire young people in outdoor safety and stewardship.

shannon “Boog” Scrivner, director

Shannon serves as a Director of the Missouri Hunting Heritage Federation, Inc., bringing a love for the outdoors and a strong commitment to preserving Missouri’s hunting traditions. He is a family man, devoted Christian, and he and his wife, Patti, are proud parents of two sons, Tyler and Dacodah. A member of Ducks Unlimited and the Lake of the Ozarks Elks Lodge #2517, Shannon is actively involved in both conservation and community service.

With a deep appreciation for outdoor living, Shannon enjoys hunting, fishing, boating, camping, and spending time in nature. His passion for the outdoors fuels his dedication to helping youth and families discover the value of Missouri’s natural resources and outdoor heritage.

ryan coovert, director

Ryan serves as a Director of the Missouri Hunting Heritage Federation, Inc., bringing a diverse background in service, business, and the outdoors. A United States Air Force veteran, Ryan continues to serve his community by helping introduce youth and families to Missouri’s hunting heritage.

He is the owner of a video production company and a licensed Missouri real estate broker, combining creativity and business insight with his love for the outdoors. An avid hunter and fisherman, Ryan is passionate about sharing the outdoor lifestyle and ensuring future generations have the opportunity to experience it for themselves.

jess rice, director

Jess serves as a Director of the Missouri Hunting Heritage Federation, Inc., bringing deep expertise in conservation and a passion for connecting others to the outdoors. She is the Founder and President of wildHERness, an organization dedicated to engaging and empowering women in outdoor pursuits.

With a background in R3 (Recruitment, Retention, and Reactivation), conservation biology, mammalogy, and entomology, Jess brings science-based insight to her work in hunter education and outdoor access. She is also a proud member of the National Wild Turkey Federation and Pheasants Forever / Quail Forever.

An avid hunter, backpacker, and camper, Jess is committed to creating meaningful outdoor experiences and inspiring the next generation of conservation-minded hunters.

chris constant, director

Chris serves as a Director of the Missouri Hunting Heritage Federation, Inc., where he brings a wealth of leadership experience and a deep commitment to outdoor education. In addition to his work with MHHF, Chris is a Board Member of the Heart of America Council of Scouting America, where he helps guide young people in their journey of outdoor exploration and personal growth.

As a corporate executive in the financial services industry, Chris combines strategic thinking with a passion for community service. Outside of his professional life, he enjoys hiking and spending quality time outdoors with his family, fostering a love for nature and outdoor adventure.

steve rulo, director emeritus

Steve is a Director Emeritus of the Missouri Hunting Heritage Federation, Inc., and is a Life Member of MHHF. With over a decade of involvement in various conservation and recreation organizations, including the Kansas Arbor Association, the Missouri Parks and Recreation Association, and the National Recreation and Parks Association, Steve brings extensive knowledge and a passion for the conservation of Missouri’s natural resources.

As the Parks Operations Superintendent for the City of Raymore, Missouri, Steve oversees the management and development of local parks, ensuring that the community has access to beautiful, sustainable outdoor spaces. A lifelong hunting and outdoor enthusiast, Steve remains dedicated to fostering a love for the outdoors and preserving Missouri’s rich natural heritage for future generations.

allan hoover, Co-founder & executive director

Allan, a Co-Founder, Founding Life Member and Executive Director of the Missouri Hunting Heritage Federation, Inc., devoted his life to the preservation of Missouri’s hunting traditions and the education of future generations of hunters. With an unwavering commitment to outdoor education, Allan served as a Missouri volunteer Hunter Education Instructor since 1998 and a Bowhunter Education Instructor since 1999, sharing his knowledge and passion for safe, responsible hunting practices.

His dedication to conservation and education was further exemplified by his leadership roles, including a three-year term on the International Hunter Education Association (IHEA) Board of Directors, and his service on the Conservation Federation of Missouri (CFM) Board from 2004-2009. A Life Member of both the International Hunter Education Association and the National Rifle Association, Allan was also a Certified Range Safety Officer and held Missouri Department of Conservation certifications in Trapping and CONSEP Awareness Training.

Throughout his life, Allan’s tireless efforts to promote wildlife conservation, responsible hunting, and safe outdoor practices were felt by many. His legacy will continue to inspire those who carry on his work in the Missouri Hunting Heritage Federation and beyond.
